
The United States Trade Representative (USTR) is inviting public comment on whether any of the current exclusions from the 301 tariffs should be extended beyond November 29, 2025.
That includes 2 and 4-layer rigid PCBs.

Please Note: This only applies to exclusions to 301 tariffs that went into effect in 2018 and 2019, not the recent IEEPA, reciprocal, or 232 tariffs that have gone into effect in 2025.
The USTR will be considering the availability of products covered by the exclusion from sources outside of China, including the United States, any efforts undertaken to attempt to source these products from the United States or third countries, why additional time is needed for the exclusion, and whether further extending the exclusion will likely contribute to a shift in sourcing the product outside of China.
In addition, USTR will consider whether further extending the exclusion is consistent with the Administrationโs priorities and how further extending the exclusion will impact U.S. interests, including the overall impact of the exclusion to eliminate Chinaโs acts, policies, and practices involving technology transfer which are covered in the Section 301 investigation.
